In my case I was specifically looking to build Mesa with the intel and intel-ui tools included, although that would probably build just fine with the one found on gitlab

There used to be one on the AUR, but due to the policy of requiring all packages to support the primary x86 target, it was removed. Given fedora ships it as _the_ emulation solution for running x86 software on arm-based machines https://fedoraproject.org I think it would be a nice option to have on the arch side as well
