This license (the "License") governs the NORMA binary package with
which it is distributed, including its binary files and bundled materials (the
"Software"). The repository
materials that are licensed under the Apache License 2.0 are governed by that
separate and distinct license, and this License does not apply to them.
Third-party components, if any, remain subject to their own license terms.

Any person who downloads, installs, accesses, copies in part or in full, or uses the Software agrees to
this License. A person who does not agree must not download, install, access,
or use the Software.

## 1. Definitions

**Authorized User** means a natural person who obtains the Software directly
from an official distribution source designated by NORMA, Inc. (the
"Licensor") and accepts this License.

**Output** means data, measurements, reports, parameter values, or other results
produced by running the Software, excluding the Software itself and any material
that contains, exposes, or enables reconstruction of the Software.

**Commercial Use** means use of the Software or an Output in or for a commercial
product, service, paid engagement, production workflow, customer deliverable,
sale, commercial licensing, or other revenue-generating activity, and any use
primarily intended to develop, train, test, validate, operate, or support any of
them.

**Noncommercial Use** means any use that is not Commercial Use. A user's
organizational type or source of research funding alone does not make a use
Commercial Use.

## 2. Noncommercial License Grant

Subject to this License, the Licensor grants each Authorized User a limited,
non-exclusive, non-transferable, non-sublicensable, royalty-free right to
install and run the Software in binary form only for Noncommercial Use. This
includes noncommercial research and education, including company-sponsored
academic research.

No other rights are granted.

## 3. Downloading, Installation, and Copying

Each person who uses the Software must obtain it directly from an official
distribution source and accept this License. One user or entity may not forward
or otherwise supply its downloaded or installed copy to another person,
including another person within the same company, university, laboratory, or
institution.

An Authorized User may make only the technical copies necessarily created for
that user's permitted installation and execution, including a user-specific
local package cache, on systems under that user's or institution's control.
Those copies must not be accessible to other users. The Software may not be
placed in a shared drive, artifact repository, package mirror, shared cache,
shared container image, shared virtual-machine image, or any similar internal
or external distribution mechanism without the Licensor's prior written
permission.

## 4. Commercial Use

Commercial Use requires the Licensor's prior written approval and a separate
commercial license agreement. Contact <contact@norma.co.kr> before beginning such
use. Sending an inquiry or receiving a reply does not itself grant commercial
rights; permission exists only under a written agreement executed by both the
Licensor and the person or entity seeking commercial rights.

## 5. Outputs

As between the Authorized User and the Licensor, the Authorized User owns the
Authorized User's Outputs. Subject to third-party rights and applicable law,
the Authorized User may publish, share, or license an Output for Noncommercial
Use, including academic publication and research reporting to a sponsor, if the
use of the Software that produced it complied with this License. Commercial Use
of an Output requires the Licensor's prior written approval and a separate
written agreement executed by both parties. An Output must not include, expose,
distribute, or provide access to the Software outside of official distribution sources
or serve as a substitute for access to the Software.

## 6. Attribution

An Authorized User who publishes or otherwise publicly discloses an Output, or
any result derived from an Output, in any form, including a publication,
presentation, report, or product documentation, must state expressly that it was produced with the Software, identified by the official
name the Licensor designates for it, together with the applicable attribution, namely the copyright notice of NORMA, Inc. and, where
the Licensor has designated one, a citation of the associated publication.
If the attribution is in writing, the attribution must be clear, legible, and easily visible to the viewer.
If the attribution is in graphic form, the attribution must be clear, unobstructed, and easily visible to the viewer.
No particular format is otherwise required; an acknowledgment, footnote, methods statement,
or citation in a form the Authorized User chooses satisfies this requirement.

## 7. Restrictions

Except as expressly allowed above or in a separate written agreement with the
Licensor, the Authorized User may not:

1. copy, distribute, redistribute, publish, sublicense, rent, lease, lend, sell,
   transfer, assign, host, or otherwise make the Software available to anyone;
2. use the Software to provide a hosted, managed, service-bureau, consulting,
   or other service for another person or entity;
3. reverse engineer, decompile, disassemble, translate, or otherwise attempt to
   discover or derive source code, underlying structure, algorithms, or trade
   secrets from the Software, except only to the extent such a restriction is
   prohibited by applicable law;
4. modify, adapt, or create derivative works of the Software;
5. remove or alter copyright, license, attribution, or proprietary notices;
6. bypass or interfere with technical measures controlling access to or use of
   the Software;
7. use the Software, or any part or output of the Software that exposes its
   structure or behavior, for artificial-intelligence or machine-learning
   training, fine-tuning, scraping, crawling, or automated data extraction,
   including as training data or as input to a model for those purposes;
8. permit an artificial-intelligence system, autonomous agent, or other
   automated process to obtain, install, invoke, or use the Software without
   explicit human prompting. The Software may be invoked only through code that a natural
   person who is an Authorized User writes and runs; an AI tool that assists
   that person is permitted, but an AI system acting unprompted to acquire or
   use the Software is not; or
9. use the Software in any manner that would cause it to become subject to an
   open-source software license, including any license that requires, as a
   condition of use, modification, or distribution, that the Software be
   disclosed or distributed in source-code form, licensed for the purpose of
   making derivative works, or redistributable at no charge.

## 8. Source Access and Contributions

This License grants no source-code access. A person who needs source
access or wants to contribute to maintenance or development may email
<quantumlab@norma.co.kr> with their affiliation, stated need, intended use, and/or
proposed contribution. The Licensor may approve or reject a request and may
share source code at its sole discretion. If source code is provided, the
recipient may access, use, and modify it only for the approved noncommercial
purpose and under any conditions stated in the Licensor's written approval, and
may not disclose or redistribute it.

Commercial development, modification, use, distribution, or commercialization
involving source code requires the Licensor's prior written approval and a
separate written agreement executed by both parties. The Source Access and
Contribution Agreement is a template the parties may use when they choose to
formalize source-development, confidentiality, or contribution terms; it is not
automatically required merely to request or receive source code case by case.

## 9. Ownership and Reservation of Rights

The Software is licensed for use, not sold for transfer of ownership. The Licensor and its licensors retain all
rights, titles, and interest in and to the Software, including all intellectual
property rights. All rights not expressly granted by this License are reserved.
No trademark rights are granted.

## 10. No Support or Updates Guarantee

The Licensor has no obligation to provide maintenance, support, updates,
upgrades, fixes, documentation, or continued availability of the Software.

## 11. Disclaimer of Warranty

THE SOFTWARE IS PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OR
CONDITIONS OF ANY KIND, EXPRESS, IMPLIED, OR STATUTORY, INCLUDING WARRANTIES OF
MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT,
ACCURACY, OR RELIABILITY. THE AUTHORIZED USER USES THE SOFTWARE AT THE
AUTHORIZED USER'S OWN RISK.

## 12. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE LICENSOR, ITS AFFILIATES, AUTHORS,
AND CONTRIBUTORS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL,
EXEMPLARY, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF DATA,
REVENUE, PROFITS, OR BUSINESS, ARISING OUT OF OR RELATED TO THE SOFTWARE OR
THIS LICENSE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. TO THE
MAXIMUM EXTENT PERMITTED BY LAW, THEIR TOTAL LIABILITY FOR ALL CLAIMS ARISING
OUT OF OR RELATED TO THE SOFTWARE OR THIS LICENSE WILL NOT EXCEED THE AMOUNT
THE AUTHORIZED USER PAID FOR THE SOFTWARE UNDER THIS LICENSE.

## 13. Indemnification

The Authorized User will defend, indemnify, and hold harmless the Licensor and
its affiliates, and their respective officers, directors, employees,
contractors, and agents, from and against all claims, damages, losses,
liabilities, fines, costs, and expenses, including reasonable attorneys' fees,
arising out of or related to the Authorized User's use of the Software outside
the scope of this License or in breach of its terms.

## 14. Termination

This License terminates automatically, without notice, if the Authorized User
breaches it or commences or participates in any legal proceeding against the
Licensor with respect to the Software. Upon termination, the Authorized User must immediately stop using the Software and
delete all copies under the Authorized User's control. Sections concerning Outputs, attribution, restrictions, ownership, warranty,
liability, indemnification, termination, governing law, and general terms survive to the extent necessary to
give them effect.

## 15. Governing Law

This License is governed by the laws of the Republic of Korea, without regard
to its conflict-of-laws principles. The United Nations Convention on Contracts
for the International Sale of Goods does not apply.

## 16. General

The Authorized User may not assign or transfer this License or any rights under
it without the Licensor's prior written consent. If any provision is held unenforceable, the
remaining provisions remain in effect. A waiver must be in writing and applies
only to the specific instance stated. This License is the entire agreement
concerning the Software unless the Licensor and the Authorized User sign a
separate written agreement that expressly supersedes, amends, or adds to it.
