Tracing facade — proxies to OpenTelemetry when available, no-op otherwise.

This module provides a unified :class:Tracer that works whether or not OpenTelemetry is installed. When OTel is present, spans are forwarded to the real tracer; when it is absent, a silent :class:DummySpan is used instead.
