Why this status

The catalogue is complete and nothing in it is pending. Settled here means the cataloguing finished, NOT that the features were adopted โ€” the audit's own verdict states plainly that no candidate was empirically spiked at this stage.

The audit's verdict.md closes its first phase: the evidence requirement is met, and spiking is explicitly downstream work.

Lifecycle status is process state, not a judgement of the findings. Results are stated as numbers with their uncertainty.
