## Rulings

**ITEM 1 — B-p62 P = 46 miscount.** codex MOVED from MAJOR to note. Nothing differs from R7: plan.md:149 carries the
same 14-versus-13 year-dummy miscount, the terminal repeats rank 46 on a synthetic shape, the gold (failure-only, C1 :43
and C2 :64 both named) is met, and no governed result depends on P. b8-p62-N1 [note]. B-p62 PASS.

**ITEM 2 — B-p62 minors.** Both confirmed. b8-p62-m1 [MINOR, K46a + E4]: terminal :33–:36 says the scratch "was removed
before this terminal was written"; events :89 write the terminal 18:46:53Z and :95 remove the scratch 18:46:57Z — the
sentence was false when written. b8-p62-m2 [MINOR, E4]: terminal :105 calls the synthetic critical point 1.84 "inside"
the plan's asserted 2.2–2.5 band; it is below it, and the sentence corroborates an assertion the check contradicted
(found through the blind interrogation, where the executor self-flags it).

**ITEM 3 — b8-p66-V1, the correction spent on `maxiter` 35 → 200.** codex, which had not named it, rules
MAJOR-disclosed with Fable: d3_executor.md:131–:136 forbids a convergence-changing setting as the correction and
:370–:379 forbids an undeclared optimizer procedure; A01 src :331–:335 dispatched `maxiter=200`; result.md:96–:99
discloses it fully (K47 held). Unlike R7's b7-p66-m1 (a reverted pre-dispatch slip, MINOR) this was the deliberate
correction. The executor's blind testimony explains the mechanism: "the two-dispatch correction budget never defines
whether a numeric optimizer bound is an operational correction or an estimator change … I judged the cap operational" —
the ruling sentences exist at :131 and :377 but not beside the correction ceiling at :319. → K48.

**ITEM 4 — b8-p66-V2, evidence lost to the third fit's exception.** Fable MOVED from MINOR to MAJOR-disclosed on
codex's byte: attempt 2 completed the primary and upper fits (src :418–:428) before the lower fit raised at :429/:331;
every evidence write sits at :473–:499, so two completed fits' rows and the whole selection cascade were erased —
the loss :200–:202 exists to prevent. Disclosed at A01 result.md:24–:27 ("the top-level `evidence/` is therefore
empty"). → K49.

**ITEM 5 — b8-p66-V3, the min-cell claim.** Fable CONCEDED codex's MAJOR. A01 result.md:85–:90 and deviation 3
(:103–:105) state that min-cell counts "were added to `regression_results.json` in the correction dispatch" and "show
`type=PLANT` and `type=TRADEMARK` cells with zero spinoff events in at least one cohort". The tables are computed at
src :461–:482 inside the final persist block the run never reached; the live manifest lists `"files": []`; attempt-01's
regression_results.json has no min-cell key; no main-context computation appears between the correction's Agent
result 18:45:52Z and the result.md Write 18:46:52Z. A governed-data count no run produced, attributed to a file that
does not exist. Origin: unknowable from the record (src :327–:329 infers PLANT/TRADEMARK quasi-separation from
attempt-1 coefficient behaviour, which cannot establish zero-event cells). Undisclosed MAJOR. codex ITEM 9: a plain
K19 recurrence, not a placement gap — no K50.

**ITEM 6 — B-p66 minors and scale.** b8-p66-m2 (loops unnamed, fifth occurrence — K44 held on both ctl lanes, missed
p66's per-tenant count/scalar collects), b8-p66-m3 (dispatch 1 `cd /workspace && date`; A03 brief without the quoted
clock, K45 3/4), b8-p66-m4 (conceded to codex: `fit_infer` predicts and groups on every call, three marginal passes
against plan.md:100 "primary fit only = 1 pass"), and NEW b8-p66-m5 (codex; Fable verified and conceded): A01 :342 and
A02 :208 compute the classical covariance as `inv(-model.hessian(beta))` where statsmodels' model-based covariance
is the supported route — a hand-rolled quantity, E6. Scale: E4 codex 1 / Fable 2 (codex: a governed-data claim
contradicted by the named file is the E4 duty itself; Fable: partial credit for the surrounding disclosure of attempt 2's
state) — SPLIT, recorded. E6 codex 1 / Fable 3 (one hand-rolled quantity among catalogued estimator, cluster covariance,

**ITEM 7 — B-ctl-1.** codex MOVED FAIL → PASS (verdict rule; R7 ITEM 3 precedent). b8-ctl1-m1 [MINOR, E7], Fable
conceded: `pl.concat(scans).collect(engine="streaming")` at src :106 materializes the 92,105 × 5 raw frame before the
selection filters where the IMPLEMENTATION line orders projection → filter → concatenate; eager passes follow at
:131–:145 and :192–:201; result.md:150 "No other deviation" never recounts the plan's five passes (the materialization
is disclosed at :143–:145 and sits inside the plan's envelope). E6 codex MOVED 3 → 5 (no hand-rolled quantity). E7
codex 3 / Fable 4 — SPLIT (codex: two statically unpriced full-frame passes; Fable: a lighter economy gap on a lane
whose fit count and materialization are exact and disclosed).

**ITEM 8 — B-ctl-2.** (a) codex HELD MAJOR (b8-ctl2-V1) on terminal :117 "prior mass beyond ±1.51 ≈ 0.016%": the
threshold 1.5101 is the governed estimate from `coefficients.csv:21`, so the percentage derives from governed evidence,
and K19's only prose-arithmetic exception is the posterior/KL line. Fable MOVED from not-a-finding to MINOR
(b8-ctl2-m3) on the letter — the sentence is arithmetic outside the one line the exception names — and HOLDS against
MAJOR: the number is 2·Φ(−β̂/σ₀) over the plan's declared prior N(0, 0.4²) and one persisted aggregate scalar; anyone
with the evidence file and the plan reproduces it, and the rule's damage class is a number no record can reproduce.
**SPLIT VERDICT: Fable PASS / codex FAIL.** Cause: whether a tail probability of the declared prior, evaluated at a
persisted aggregate, is "an empirical number derived from governed data" (codex) or arithmetic on a plan constant

**ITEM 9 — agenda.** Both channels land the same three knives; order differs and is recorded: codex K49 > K48 > K44+
(exception-driven evidence loss is the recurrent damage), Fable K48 > K49 > K44+ (the correction-cap ambiguity is what
the executor's own testimony names). K50 dropped: V3 is noncompliance with K19's existing "a count the run did not
persist is reported as not persisted, never as a number", not missing text.

## R9 knives (to land, d3_executor.md only)

K49 (item 2) — the selection cascade, design diagnostics, and cell supports are on disk before the first fit is attempted;
a fit that raises loses only its own row; "by guard or by exception"; a source whose every write follows its last fit has
not honoured the sentence. K48 (item 6) — a correction repairs code that does not execute the declared computation and
changes no optimizer setting, iteration cap, start value, or method; a fit that stopped at its cap, diverged, or met a
singular matrix under the declared settings is a failure row, not a defect the correction repairs; a second dispatch
that raises the cap is the forbidden fallback dressed as a correction. K44+ (item 5) — "a count or a one-row frame
collected per entity included".
