The "download this section" link, as its own partial so an app that knows more
than core does can point it somewhere better.

parody_web_annotate shadows it to link at the reader's annotated copy when
they have marks on this section — core has no idea ink exists, and a reader
who has written on a section and then downloads a clean one has been given
the wrong file.
