Marketing-header nav renderer (brickwork#102): a horizontal row of
plain-weight links over the SAME prepared NavItem tree the sidebar renderer
consumes (one nav data model, several renderers, brickwork#82). The visual
weight matches the marketing shell's own plain-anchor header links
(.bw-marketing-header__nav), plus the active treatment plain anchors cannot
express, so a menu-driven header nav (the NAV-019 href seam for CMS menus)
keeps active state and visibility gating without consumer CSS against
renderer internals.

Contract:
  Consumption  This is the private render target of {% bw_nav_header %}
               (load brickwork_nav): call the tag, never include this
               partial. Items arrive prepared (URL resolved via
               safe_reverse per BR-BW-NAV-003, active/ancestor state
               computed, visibility filtered upstream), so this template is
               pure presentation.
  Landmark     Emits a <ul> only, never a <nav>: callers place the tag
               inside a labelled <nav> landmark. The marketing shell's
               marketing_nav block already is one.
  Flat by design
               A section header contributes its children as top-level row
               items and its own label is not rendered (a one-line header
               has no place for a group label). A link item's own children
               are NOT rendered: the item itself carries the
               active-ancestor treatment when a descendant is the current
               route. Nested menus in a horizontal header need a
               disclosure, which this renderer deliberately does not ship
               (BR-BW-HTMX-001's no-JS floor); pair with {% bw_nav %} in a
               drawer or page body for the deep tree, or layer a
               disclosure as your own progressive enhancement
               (BR-BW-TPL-002).
  A11y         Real anchors only, fully navigable with no JS. The exact
               active item carries aria-current="page"; an active ancestor
               gets the visual treatment only. Disabled fallback items
               (BRICKWORK_NAV_FALLBACK="disabled") render as
               aria-disabled spans. Icons are decorative; the label text
               is always visible.
